Economy Matters the Most, even over Human Rights

Hillary Clinton is in China. And she has been quoted as saying:

Human rights concerns can't interfere with the global economic crisis

Basically, it is almost equivalent as saying money matters over people. Now, does that not indicate depreciation of "US Values"? Or is it an eye opener for US to understand, for some countries, there are better things to concentrate on other than looking into "Human Rights?
